JUST IN: Arkansas Gov. Sarah Huckabee Sanders Calls For New Work Requirement To Receive Medicaid
On January 28, 2025, Arkansas Governor Sarah Huckabee Sanders announced a proposal to implement work requirements for able-bodied, working-age adults enrolled in the state's Medicaid expansion program, ARHOME. She has submitted a waiver to the U.S. Department of Health and Human Services (HHS), seeking federal approval for this initiative.
Key Details of the Proposal:
Target Population: The work requirement would apply to adults aged 19 to 64 who are part of the Medicaid expansion group, with incomes up to 138% of the federal poverty level. Notably, there are no exemptions proposed; all individuals in this category would be subject to the requirement.
Implementation Strategy: The state plans to use data matching to identify individuals not meeting the work requirements. Those identified will be offered focused care coordination services aimed at supporting health and economic self-sufficiency.
Governor Sanders' Rationale:
Governor Sanders emphasized that the initiative is designed to encourage employment among Medicaid recipients, stating, "Work is more than just a steady paycheck. It is a way to build responsibility and learn skills." She also highlighted the financial impact, noting that approximately 220,000 able-bodied, working-age adults in Arkansas receive Medicaid benefits, costing over $2.2 billion annually. Of these, an estimated 90,000 individuals are not employed.
Arkansas previously implemented a similar work requirement in 2018 under then-Governor Asa Hutchinson. This policy led to over 18,000 individuals losing coverage before it was blocked by federal courts and the subsequent Biden administration. Governor Sanders expressed confidence that the new proposal addresses past challenges and will withstand judicial scrutiny.
The proposal requires approval from the federal government. Governor Sanders has addressed the waiver to Robert F. Kennedy Jr., the Secretary-Designate of HHS under President Donald Trump's administration. If approved, Arkansas will proceed with implementing the work requirements as outlined in the waiver.
